GPOC Talks: Holy Land Confederation (HLC) Plan – A New Framework for Peace
Date: 07.09.26
The Global Peace Offensive Center (GPOC), in partnerships with the World Academy of Art and Science (WAAS), Alma Mater Europaea University (AMEU), and the European Academy of Sciences and Arts (EASA), and in collaboration with the Institute for Cultural Diplomacy (ICD) and the Global Security Institute (GSI), is proud to announce the first in a special series of “GPOC Talks”.
This inaugural session presents the Holy Land Confederation (HLC)—a comprehensive plan developed bilaterally to enable a sustainable two-state solution. The authors, Dr. Hiba Husseini and Dr. Yossi Beilin, will present a framework designed to facilitate the negotiations for the end of conflict through a confederal structure. This model preserves the individual sovereignty of both Israel and Palestine while fostering joint cooperation, and the sharing of natural resources. They propose a very novel approach to reciprocal residency rights, and an open Old City of Jerusalem.
